43 New Tahsils under 30 Urban Areas
Bhopal. Cabinet meeting held under the Chairmanship of the Chief Minister Shivraj Singh Chouhan has given approval in principle for the formation of 43 new tahsils under the 30 urban areas of the state. Moreover, an approval in principle has been given by the cabinet to form new urban tahsils as per the norms of population in case of increase in population.
Five each tahsils in big cities like Indore and Bhopal, 3 each in Gwalior and Jabalpur and 2 new tahsils in the urban area of Ujjain will be formed. Similarly, one each tahsil under the urban bodies consisting of more than one lakh and less than 5 lakh population like Dewas, Satna, Sagar, Ratlam, Rewa, Katni, Singrauli, Burhanpur, Khandwa, Morena, Bhind, Guna, Shivpuri, Chhindwara, Vidisha, Chhattarpur, Mandsaur, Damoh, Neemuch, Hoshangabad, Khargone, Sehore, Betul, Seoni and Datia will be formed.
Approval for creation of post of Tahsildar, Additional Tahsildar, one post of Nayab Tahsildar, Assistant Grade-1, Jamadar/ Daftari, Bastavardar and driver and 2 posts of Assistant Grade-2 and 4 posts of Assistant Grade-3 and peon, total 16 posts per tahsil has been given by the cabinet for each new tahsil.
Moreover, the cabinet has taken a decision for creation of 550 posts of Nayab tahsildar and 191 posts each of Assistant Grade -3 and peons for the revenue department.
Approval to launch ‘Mukhya Mantri Kalyani Sahayta Yojana’: The cabinet in order to express respect towards the widows of the state has taken a decision to address them as Kalyani in the government terminology to give them the benefits of the government schemes. Along with this, the cabinet has give approval to start ‘Mukhya Mantri Kalyani Sahayta Yojana’ to give pension under the social security to all the widows of the state. An incentive amount of Rs. 2 lakh will be provided to encourage marriages of Kalyanis under the scheme. Moreover, an approval has been given to give monthly pension of Rs. 300 to the kalyanis aged between 18 to 79 years and Rs. 500 monthly pension to kalyanis over 80 years of age.
Mal-Jal Nikasi Yojana: A total amount of Rs. 39 crore 65 lakh has been approved to continue Bhoj wetland project-T.T. Nagar, Habibganj Sewage Project, scheme to make upper and lower lake pollution free of Bhopal, Panchsheel Nala Pradushan Nivaran yojana under the Rashtriya Nadi Sanrakshan yojana, sewerage scheme of Shivpuri city and sewage treatment plant etc. under the Public Health Engineering department from 2017-18 to 2019-20.
Hiran Medium Irrigation Project: The cabinet has taken a decision to give special package to the farmers towards purchase/acquisition of land and properties built on it, which comes under the submergence area of the project in addition to the estimated expenditure according to the project report for resettlement and land acquisition according to the Land Acquisition Act 2013 for Hiran Medium irrigation Project. According to the decision an amount of Rs. 11 crore 16 lakh will be spent in place of Rs. 4 crore 52 lakh on land acquisition under the project.
Strengthening of Educational Training Institutes: An approval of Rs. 261 crore 49 lakh 18 thousand has been given by the cabinet towards the continuation of the scheme for 2017-18, 2018-19 and 2019-20 for execution of academic activities by the training institutes and infrastructure development at these institutes under the School Education department.
Samadhan Yojana: The cabinet has given an approval to Samadhan Yojana to settle the time barred outstanding loans of the defaulter members of the primary agriculture credit cooperative societies affiliated to district central cooperative banks of the state. The defaulter farmers, who have obtained the loan from the primary agriculture credit cooperative societies and not repaid the amount of short term crop loan and short term loan converted into medium term loan due to the natural calamities till June 30, 2017 will come under the ambit of this scheme.
The farmers are required to deposit 50 percent of the principal amount of the total outstanding loan in the bank accounts to become eligible for the Samadhan Yojana. Last date to participate in the scheme is June 15, 2018. Farmers are required to deposit 50 percent of the principal amount till this date.
Entire amount of outstanding interest will be waived off on depositing 50 percent of the principal amount in the bank account of the farmers. New credit limit will be approved to the farmers for the crop of Kharif 2018. The remaining half principal amount will be converted into new cash loan with zero percent interest. Additional loan of balance credit limit on zero percent interest will be made available in the form of commodity loan to the farmers under the new credit limit.
The amount of cash loan will not exceed half principal amount for the farmers, participating in the scheme for Kharif 2018. The remaining part of the loan will be in the form of commodity loan. This bounding will not be applicable on Rabi season 2018-19 and other pursuing agriculture seasons. Ratio of cash and commodity loan will be according to the regular grade of the farmers. Those cooperative institutions, which will agree to adopt the Samadhan yojana of the government will be included in the scheme.
Expenditure burden of 80 percent amount of the waived off interest and the balance 20 percent will be borne by the state government and cooperative institutions respectively.
