Extra alertness and vigilance necessary in election work
Bhopal. Deputy Election Commissioners of Election Commission of India Chandrabhushan Kumar and Sandip Saxena besides Director, I.T. VN Shukla reviewed preparations for Madhya Pradesh Legislative Assembly election in two meetings held here. In the meeting taken place in Nirvachan Sadan, Chief Electoral Officer Saleena Singh and Additional Chief Electoral Officer Sandip Yadav were also present. Prior to this, Divisional Commissioner Kavindra Kiyavat and Collectors of Bhopal, Sehore, Raisen, Vidisha and Rajgarh were present in the meeting held in Bhopal Divisional Commissioner’s office. Election commission's officers flagged off voter awareness vehicles to impart information about the process of EVM and VVPAT machines to voters in 51 districts.
In the meeting held in the electoral office, Deputy Election Commissioner Sandeep Saxena said that additional alertness and vigilance by the officials and their team is very necessary in the election process. It is a challenge to conduct elections without interruption, but it is not difficult. If the commission's instructions are followed point to point, there will be no difficulty in conducting elections. For better conduction of elections, benefit from the training should be taken not only by officer alone but by their team as well. He said that officers-employees posted at a place for more than three years and engaged in elections related work should be transferred necessarily. Posts vacant in ARO and CEO office should be filled up soon.
Saxena said that rationalisation of polling booths should be completed by the end of this month. This should be considered that polling booth should be at ground floor only. SWEEP plan should be made for the entire state. Theme, logo and slogans should be prepared to motivate voters.
Help from Master Trainers should be taken for election related subjects. All monitoring and scrutiny teams to be formed for the election should have mobile phones. Message of the Commission should be designed considering easiness, convenience and solution. One ARO would be deputed as nodal officer in each district for this task. All districts should prepare draft of election management plan. Preparations for control room, vulnerable mapping and web casting should be made from today.
Chandrabhushan Kumar said that the Commission has prepared an Election Risk Manual comprising 200 points. These includes 27 to 30 such points, ignorance and negligence of which lead to re-polling that's why they should be studied and followed minutely. He said that suggestions for returning officer and presiding officer's handbook have been invited from the states. Handbook will be finalised after getting suggestions.
Salina Singh assured that keeping in view the importance of election work, her whole team will work seriously and honestly. Directions from the Election Commission are followed in time frame, have been given special attention. All the districts have conducted praiseworthy work for uprightness of electoral lists. In order to give information about the process of EVM and VVPAT to voters, awareness vehicles will be run between July 10 and August 10 in all 51 districts. Demonstration of film and literature related to EVM and VVPAT will be distributed through awareness vans. Voters will know the process of VVPAT and EVM by using themselves. Additional Chief Electoral Officer Sandeep Yadav gave information about rationalisation of polling booths, training, EVM and VVPAT and Deputy Chief Electoral Officer Shri Rakesh Kusre made presentation on SWEEP activities. Short film related to election process was showcased on the occasion. Sandeep Yadav, Joint Chief Electoral Officer S.S. Bansal welcomed the commission's officials. Managing Director of State Electronic Development Corporation Tanvi Sandriyal, officers and employees of General Administration, Revenue Department and CEO office were present.
Collectors' meeting - The duo Deputy Election Commissioners took stock of the second special brief revision programme for electoral rolls purification in the meeting of district collectors of Bhopal division. Chandrabhushan Kumar told the collectors that not only experience but study will work in better conduction of elections. Only four months are left for the study of directives which are in a big number, with changes in the process of elections. More the study, easier will be conduction of elections. All collectors and their subordinate staff will have to be updated on the guideline of the commission. There should be no mistake in the election work, an election planner has been given for this. All collectors and returning officers should review election works daily. Broadcasting of short film on EVM and VVPAT available on the commission's website should be ensured in the district. Groups on social media WhatsApp should be formed to activate and coordinate district election team.
Sandeep Saxena described the role of registration officers as important in purification of voters list. He told the collectors that they should ensured after BLO report that voter survey/verification has been done in each house. It should be seen that transferred, absentee, dead and duplicate voters' name have been removed or not. Photo quality should be proper in voter ID. Data entry operator in districts should be used fully. Directions of ERO net should be followed. Their status in physical verification of polling booths should be received. Complaint regarding voters list should be cross-checked first and redressed then.
