Madhya Pradesh: Turning into a state-of-the-art education hub
Bhopal. Education is the first necessity to achieve success in life. School education is considered its foundation. Language and knowledge do not just develop basic intellectual skills in children but are also helpful in developing understanding and interest in other subjects too. School education does not just mean acquiring book-based knowledge, but it provides assistance in the all-round development of a person. According to a decision of the Madhya Pradesh Cabinet, the Madhya Pradesh State Open School Education Board was set up under the Department of School Education with the objective of education for all. Students deprived of education are being trained through personal contact programmes for admission in Middle Schools, Secondary and Higher Secondary schools. Examinations are being conducted twice in a year in May-June and November-December for registered students. Students can appear in the examination repeatedly till he/she passed in the exam. The student can avail benefits of opportunities as per his qualification and pass the exam.
The state government has taken several initiatives in Madhya Pradesh in the last one decade to make equal education opportunities available to all without any discrimination. Special attention has been paid to the education of those children in state whose school education has remained incomplete for some reason along with quality education.
Students who have not pursued any formal education anywhere anytime or who have pursued formal education of Class V and Class VIII, will be eligible for High School entrance examination of State Open School Board on the condition that they have their birth certificate and Aadhar card. Educational qualification and age is no bar for High School entrance examination. Students who have failed in Class Xth and Class XIIth from any recognized board who has at least passed in one subject, are seeking admission in the Total Credit Scheme of State Open School Board. Credit facility is being given to students in minimum one and maximum 2 such subjects under the Total Credit Scheme.
Under this Part Credit Scheme, students who have passed in High School and Higher Secondary exam can pass the Madhya Pradesh State Open School Education Board after appearing in (maximum 4) other subjects for acquisition of knowledge. The marks obtained in subjects in which the examinees have appeared will only appear in the marksheet under the scheme. Under the Shreni Sudhar Yojana, if the examinee wishes to re-appear in the exam to improve his rank after passing in High School and Higher Secondary examination, he is being given new opportunities to improve his rank. In the previous years, 16 lakh 67 thousand 57 students of Class Xth and 7 lakh 46 thousand 548 students of Class XIIth took part in the Board’s Class. Out of these more than 8 lakh 50 thousand students have passed the exam and have joined the education mainstream.
Ruk Jana Nahin Yojana - State Open School Education Board has generated enthusiasm in those students who for some reasons have not been able to clear the Class X and Class XII examination of Madhya Pradesh Board of Secondary Education and other state recognized education boards. With a view to stop students taking extreme steps and to provide them opportunities to re-appear in exams, the “Ruk Jana Nahin” scheme was introduced in year 2016. Total 3 lakh 7 thousand 152 students in Class X and 2 lakh 41 thousand 834 students in Class XII participated in the scheme from year 2016 to June 2018. Out of these nearly 2 lakh 15 thousand students cleared the exams and got connected to the mainstream of education. Many students from among these are now successfully pursuing their college education. State Open School Board is making vocational courses also available to the students. Prominent among these are language education, stenography, food processing, tailoring, dress material and computer hardware assembly. State Open Board has provided the facility for students to appear in both English and Hindi medium. To facilitate students, Open School website has also been started.
Digital evaluation of answer sheets - Not only of the State, but Madhya Pradesh Open School Board is the country’s only board in which the answer sheets of students appearing in the examinations in such a large number are being evaluated through digital system. This system facilitates scanning of the answer sheets of the examinees in their own district and is then uploaded on the central server. Digital evaluation has enabled transparency in the examination system. Answer sheets checked through this system can be kept safely in the e-form for a long time. The State Open School Board is conducting exams including examinations conducted by the Professional Examination Board earlier including District Level School of Excellence and Development Block Level Model School Entrance exam, Shramoday Residential School Selection Examination and Super 100 Selection Examination apart from the Class Xth and Class XIIth examinations successfully.
World on Wheel - Prime Minister Shri Narendra Modi has initiated digital empowerment of the society and economy through the “Digital India” programme. This programme has proved successful in bringing transparency in the administrative system and empowering them by linking more than 135 crore citizens of the country to computer literacy. A “World on Wheel” mobile computer lab has been developed by Madhya Pradesh State Open School Board and National Entrepreneurship Development Corporation for awareness and digital education. This mobile computer lab will move from school to another school and from one place to another to create a positive environment for education. The “World on Wheel” mobile computer lab is well equipped with several facilities including 20 computers with internet, generator and solar energy panel. Thousands of beneficiaries will be trained every year through this lab. The lab is run by solar energy so as to ensure continuous power supply. This mobile bus will tour different areas of the state for four years.
ITI pass students equivalent to Class XII - To enable students of the state to pursue higher education along with a job after ITI, Chief Minister Shivraj Singh Chouhan had announced that the students who clear ITI after clearing Class Xth will be considered equivalent to Class XIIth. An MoU has been signed between the State Open School Board and Madhya Pradesh Rajya Kaushal Vikas Sanchalanalaya.
Madhya Pradesh as become a modern laboratory in the field of education. The Chief Minister himself has ensured arrangements of education from the primary level to higher education for students coming from economically weaker sections. State government has made arrangements for free education of poor children, payment of fees of children, free coaching etc. The day is not far when Madhya Pradesh will be recognized as a national level “education hub”.
